PROJECT PLAN REVIEW
Review plans and specifications prepared by engineers for fuel system installations. Assure that federal, state, and local requirements are met as well as client's standards and infrastructure requirements. Communicate with state and local jurisdictions for clarification on their requirements.BID PACKAGE REVIEWS
Assist clients in analyzing bids for fuel system installation or removal projects. Conduct on-site pre-bid meetings with client's contractors. Review bids and make clarifications with contractors before presenting recommendation to client for contract award.PROJECT MANAGEMENT
Provide project oversight of client's contractors during fuel system installations and removals to assure that plans and specifications are being met as well as regulatory requirements. Coordinate project with contractors and client's facility personnel. Assure that client's policies and security measures are followed throughout the project.SITE INSPECTIONS
Conduct site visits at client's facilities to conduct fuel system inspections and review recordkeeping. Collect site measurements and prepare a scaled drawing depicting the fuel system in relation to significant site structures. Identify facility on map with coordinates. Report any deficiencies to client.UNDERGROUND FUEL SYSTEM REMOVALS
File 30-day construction notification with Texas Commission on Environmental Quality (TCEQ) for tank removals. Obtain subsurface utility locates at facilities for the purpose of preconstruction meetings. Conduct preconstruction meetings with client's approved removal contractor and client to discuss removal projects. Provide oversight during removal project. Photograph project in each phase of completion for insertion into closure reports or regulatory compliance manuals. Collect soil samples following the tank removal. Samples are collected by hand from the contractor's excavating equipment bucket. Relinquish samples to a testing laboratory for analysis of TCEQ required tests and testing methods. Prepare a written tank closure report documenting the removal activities for submittal to TCEQ. Prepare TCEQ required forms for tank removals. Submit all closure documents to client.PREPARATION OF WORK PLAN
Prepare a work plan outlining the sequence of work to be performed for fuel system related work at client facilities. Coordinate work with client's personnel and the fuel system contactor.TRAINING
Provide TCEQ Certified Training courses for Licensed Installers and On-Site Supervisors of underground fuel storage and dispensing systems.REGULATORY COMPLIANCE MANUALS
Gather project documents from fuel system contractors that are generated during fuel system construction projects and assemble into a Regulatory Compliance Manual for recordkeeping requirements set forth by state agencies.CLOSURE REPORTS
Prepare written closure reports to document removals of underground fuel systems for tank removal contractors. The contractor provides project documents to PST Compliance Services.SYSTEM REPAIRS
